Secretariat of the University Council
The University Council established according to the declaration No. 173 on 20/9/1999 with the establishment of the Presidency of the University of Diyala. It is directly linked to the office of the President of the University. It headed by an employee under the title of Secretary of the University Council. In the various affairs of the university, its departments and faculties, which is the department concerned with the meetings of the secretariat of the university council composed of the deans of the faculties, and organizes the holding of these meetings and documenting their records in succession, and the following procedures and tasks:
1. Documenting the minutes of all college councils, preparing the ratifications of their recommendations and decisions, obtaining the approval of the university president and referring the subjects that need to be studied and the opinion of the University Council to the concerned departments at the university.
2. Informing the colleges of the approval of the minutes of their councils to start implementing what has been approval and ratification.
3. To prepare the agenda of the meeting of the University Council, whose contents and paragraphs are discussed during the meeting of the University Council.

The Secretariat of the University Council undertakes to continuously improve the quality of educational performance at various levels of science through a genuine partnership with the institutions of our University in an effort to achieve excellence in preparing the employers, and to conduct a real competition among its members through global trends of advanced. The activities of Secretariat of the University Council is committed to the establishment of a set of values, namely the emphasis on scientific and academic aspects, openness to the rest of the university departments, Iraqi colleges and universities, scientific excellence and continuous active education since 2013 which aims to apply and complementarity between various sciences to achieve total quality.

In order to achieve the vision and mission of the Ministry of Higher Education and Scientific Research, the Secretariat of the University Council is committed to achieving the following main objectives:
1- To provide a distinguished administration to contribute to the preparation and training of the scientific and administrative staff of the affiliated to qualify them scientifically, culturally and professionally to support the public and private sectors and mixed them.
2. Provide a comprehensive quality assurance framework that combines internal and external evaluation.
3 - Building a real partnership with the community and the other sections and faculties of the university and Iraqi universities relevant to the educational process through scientific and cultural cooperation with the faculties and departments of the university.
4. Continuous improvement of the academic, administrative and educational organization of the University.
5. Contribute to building an integrated learning environment for the community that is characterized by creativity, excellence and positive interaction inside and outside the university.
